Relationships. America’s Constitution enshrines our right to petition our government for a redress of grievances. For over two centuries this practice – called lobbying – has been part of our American history. Yes, there are technology tools that support government relations and public affairs; however, at the center of it all are people – policy makers and clients – interacting, negotiating, giving, and taking. We work tirelessly to ensure the relationships work. Without relationships, communications and advocacy cannot occur.
Trust. How to parse facts, assertions, hyperbole? We understand the difference and so do the professionals with whom we work – and have been working with for decades. We don’t stretch truth beyond recognition for quick wins – because Washington relationships are built on trust.
Results. There is no silver bullet or secret handshake for a quick fix to a public affairs problem. That may have worked in American antiquity but it does not work today. Washington relationships built on trust yield measurable results. We work hard to assess what is “do-able,” and what it takes to get the job done. We will never over-promise or under-deliver. We develop strategic goals, we go to work, we deliver results.

Timmons Consulting was established by Mr. William E. Timmons, Jr. on January 1, 2012 to meet the demands of clients for active, “hands-on” representation in the nation’s capitol.
We specialize in understanding and translating how the activities of Washington affect the business of our clients. We focus on finding opportunities that can bring a tangible return for our clients; we are equally adept at advocating for constructive measures, or identifying and fending off potentially harmful legislation.
A core component of our operating philosophy is to provide organizations with the type of service they specifically request – as opposed to a “one size fits all” approach. Therefore, we provide the level of hands-on lobbying, consultation, monitoring, research, reports, memoranda, regular meetings and conference calls as needed by the client. We prefer to have a limited number of clients in order to become actively involved in all components of their government affairs activities.
Timmons Consulting customizes its team to meet the specific needs of each organization, and works with clients to help them understand how to make the most of its resources in every conceivable area of legislative and regulatory purview. In many cases we are viewed as virtual employees by clients.
Timmons Consulting avoids conflicts by discussing each prospective new relationship with existing clients prior to entering into any new arrangements.
In establishing Timmons Consulting, Mr. William E. Timmons, Jr. drew on his experience representing premiere corporate, trade association, and university clients before the United States Congress and the Executive Branch of the Federal Government. Mr. Timmons has been actively involved on a wide variety of issues including energy, defense, finance, communications, transportation, tax and appropriations, and works with U.S. Senators and Representatives, including key Chairman and Ranking Members, top leadership and legislative staff, and key officials in the White House and Federal agencies. In addition to direct lobbying, he has extensive experience preparing clients to testify before Congressional Committees, building coalitions, and helping organizations establish, grow and maintain political action committees.
From 2000 through 2011 Mr. Timmons was an integral part of Timmons and Company and its successor firm. Timmons and Company was a well-known and widely respected lobby firm founded in 1975 that was widely credited with pioneering the concept and industry standard for Washington D.C. lobbying and representation. Mr. Timmons served at Timmons and Company initially as Director of Research and then as Vice President and a member of the corporate Board of Directors where he served as its Secretary. For 34 years Timmons and Company represented many blue ribbon organizations in their federal government relations activities.
Prior to joining Timmons and Company, Mr. Timmons served as Vice President for the State Affairs Company, a corporation focused on politics and public affairs in all fifty states. While at the State Affairs Company, he managed projects for over 30 separate clients including Fortune 100 corporations, trade associations and coalitions.
Previously, Mr. Timmons was Policy Director of the National Policy Forum, a public policy organization founded by then Chairman of the Republican National Committee Haley Barbour. In that capacity, he was responsible for legal, regulatory and government reform issues and several of his articles were published in the Forum’s journal, Common Sense. Mr. Timmons also worked for the American Trucking Associations as a Congressional and Executive Branch Representative and as Special Assistant to the Vice President of Legislative Affairs.
He has an extensive political background. Mr. Timmons has worked for the National Republican Senatorial Committee, the Republican National Committee, two Members of Congress, and has participated in every Republican National Convention since 1984; including serving as a senior speechwriter at the last four GOP Conventions. In addition, Mr. Timmons has served on Steering Committees of various Members of Congress.
Mr. Timmons received his B.A. in Broadcast Journalism from the University of South Carolina and his M.A. in Government from The American University.
Mr. Timmons was born in Washington, D.C. on June 14, 1967 and resides there today with his wife Cheryl and daughter Grace. He is a member of Columbia Country Club, The Metropolitan Club of the City of Washington, and the Capitol Hill Club.
